Darkrai and the Modern Team Galactic Set are unlocked in Pokémon Legends: Arceus by having a save file from specific Pokémon games on your Nintendo Switch.
A Pokémon Brilliant Diamond or Shining Pearl save file is what you need on your Switch to access both Darkrai and the new clothing set.
You can also unlock an encounter with Shaymin and the Shaymin Kimono Set, as well as the Pikachu and Eevee Masks, by having save files for past instalments in the Pokémon series on your console.

How to get Darkrai from Pokémon Brilliant Diamond and Shining Pearl in Pokémon Legends: Arceus
To unlock the ability to catch Darkrai in Pokémon Legends: Arceus, your Nintendo Switch must have a save file from either Pokémon Brilliant Diamond and Shining Pearl on it.
With this requirement met, you need to complete the main campaign of Legends: Arceus - reaching the point where you've witnessed the game's end credits. How long this takes will depend on your playstyle, so sit back and enjoy your adventure in the Hisui region!
After watching the credits, you'll be able to find a new research request in Jubilife Village and accepting it will start your journey to catch Darkrai - the pitch-black Pokémon of nightmares.

How to get the Modern Team Galactic Set from Pokémon Brilliant Diamond and Shining Pearl in Pokémon Legends: Arceus
To wear the Modern Team Galactic Set in Pokémon Legends: Arceus, you must have a save file from either Pokémon Brilliant Diamond or Shining Pearl on your Nintendo Switch.
Next, you need to reach the point in Legends: Arceus where you've joined the Galaxy Expedition Team. This should take you roughly one hour.
With this done, visit the clothier in Jubilife Village to claim the Modern Team Galactic Set, which contains the Modern Jacket, Modern Trousers and Modern Shoes. You can now freely wear these items whenever you like!
