Like all of the Hisuian variants, Hisui Qwilfish has a new typing - dark and poison-type - compared to its Gen 2 original. It's evolution, Overqwil, also debuted in Legends Arceus.

Hisui Qwilfish locations in Pokémon Legends: Arceus
Hisui Qwilfish can be found in the water of two biomes in Pokémon Legends: Arceus - Obsidian Fieldlands and Cobalt Coastlands.
In the Obsidian Fieldlands, you'll find Hisui Qwilfish swimming around Ramanas Island. Meanwhile, in the Cobalt Coastlands, you'll find this Hisui variant in Tranquility Cove, Lucker's Lair and Islespy Shore.

How to evolve Hisui Qwilfish into Overqwil in Pokémon Legends: Arceus
To evolve Hisui Qwilfish into Overqwil - a dark and poison-type - in Pokémon Legends: Arceus, you need to use Barb Barrage in Strong Style 20 times.
After achieving this feat with a Hisui Qwilfish, you'll be able to evolve it whenever you like.
Hisui Qwilfish learns Barb Barrage at Level 15 and the move is mastered at Level 25. Remember - if the Hisui Qwilfish you catch is Level 15 or above and doesn't have Barb Barrage in its moveset, you can add it back in using the 'Change move' function.
If you don't want to wait till Level 25, you can always give Zisu at the Jubilife Village Training Grounds a Seed of Mastery and she'll master the move early for you.
