This stone tablet is located in the Alkidas Fort, which can be found in the east of the Petrified Valley. It's inside a room to the west of the compound.

Star-Crossed Lovers riddle solution
This riddle can be solved by visiting the mouth mouth of the river between Petrified Valley and Ancient Pearl on the island of Lesbos (you'll know you're in the right place because there's a shark-based alpha animal challenge in the main part of the river).
There will be a broken wooden bridge next to a boat. Dive into the water and you'll find some broken pots, and your reward: boosted Crit Damage while Full Health.
