It is a bit short, and lacks the traditional tiny-to-world-devouring epic final level, but worth the price IMO.
BUT the DLC is a particularly convoluted form of F2P: 7 (so far) requests which you download for free and then unlock using a special currency that you can either roll up in-game (but they're rare as hen's teeth) or buy for real money in the PSN shop.
Totted it up and the 7 levels work out at about £21 if you shell out real world money for them.
So if you buy it in the sale you could essentially get a full-length game for about £30. But it does seem an overly cynical way of doing it. And Katamari really shouldn't be a cynical game.
