Occam's Razor is about logic, and the most logical answer to the question "why haven't we met any aliens?" is "because there are none to meet". Simple as that.
That doesn't mean it's the right answer or "fact", but it's certainly the most logical and simple conclusion you can draw.
An alternative, more logical answer is that the distances and the time span are so massive that it is extremely unlikely that two will ever find each other. OR is not always right, especially if the question is skewed towards a desired answer.
