Most likely the link to the Xbox Live servers are ok, just not alot of other pipes. The same thing happened to me on BT Internet quite frequently. The culprit was some Telia link.

This means nothing because trace route requests and time exceeded requests may be blocked by routers for security reasons which is true alot of the time.
