Lake Valor and Valor Cavern Pokémon, trainers and items

Your mission after the earthquake that happened when you were inside Canalave Library is to get to Lake Valor and protect the Lake Guardian Pokémon that resides there.

Fly to Veilstone City and head south to Valor Lakefront, and enter the now-open path to Lake Valor. Inside, you'll release you're too late: Team Galactic has drained the entire lake, leaving dozens of Magikarp to flap around helplessly on the ground. It's a horrible crime. Head into the cave in the middle of the lake and exact your vengeance!

After beating Commander Saturn in Valor Cavern there's little else to do here for now, so fly to Twinleaf Town and go to Lake Verity - the one you visited right at the start of the game - to see how Dawn/Lucas is holding up there.

As you arrive, Rowan approaches and asks you to help his assistant Dawn/Lucas! It's time to defeat some more Grunts and then defeat Commander Mars - the same one you defeated way back at Valley Windworks, no less.

After defeating Mars she tells you they've already succeeded in their plan, catching the three legendary Pokémon Mespirit, Azelf, and Uxie.

Surf over to the south-west corner to pick up a TM quickly, and then it's time to head up to Lake Acuity, which will take a few more stops first. Fly to Eterna City, heal up, and head east on Route 211 to go into Mount Coronet, which you can finally explore in a bit more depth! That'll take you north to a few more routes and then the lake.
