Does Metal Gear Solid 5's Eva costume DLC really have a "tactical advantage?"

UPDATE: Konami has updated the descriptive text on Eva's DLC outfit, removing the previous mention of it offering a tactical advantage. On the PlayStation Store it now reads that the item can be unzipped as 'a bold fashion statement'. The description of the item in the game itself remains the same, however.

ORIGINAL STORY: Yesterday Metal Gear Solid 5: The Phantom Pain's costume DLC arrived on PC and the North American PlayStation Store, and we're still a bit baffled by it.

As previously reported, the description of Eva's jumpsuit noted that "the chest area can be unzipped for a tactical advantage." We're becoming increasingly convinced that there is no such effect. We've asked Konami for clarification on what exactly it does, and we're still waiting on a reply.

Having mucked around for an hour with the new Eva costume I was hard pressed to notice any effect it had on enemy soldiers. It looks like I'm not alone in this either. As such, it seems to simply be a bad joke, because Kojima loves tits and figures you do too.

If you're looking for a real 'tactical advantage', it's not worth looting this chest.

Not only does the Eva costume not offer any practical effects, it also costs in-game currency in addition to its 79p asking price. It only costs 10k GMP, which isn't much, but still seems like bad form for content that also costs real world money. At least it unlocks instantly.

The other female DLC costume based on the Boss' white sneaking suit also costs 79p and has an even stiffer requirement to unlock with a price of 30K. Furthermore, it also takes 36 minutes to develop in real-time once you choose to unlock it in the game.

At least the Boss' costume has a genuine purpose as it silences your footsteps and prevents your body heat from being detected by Night-Vision Goggle-wearing soldiers in FOB missions.
