Plasma guns are 1 shot, massive balls of plasma, and then you have to wait for the coils to cool down before you can fire again. They aren't flipping machineguns!
Chaos marines do not go down from 1 shot to the chest! They just don't! And their armour is certainly not weak enough to be pierced by a simple thrust of a chainsword.
The protagonist seems to run around solo. So which chapter do they decide to represent? Ultramarines - the most tight-laced, by-the-book, tactics-using chapters in the WH40k universe. No Ultramarine would run around solo, charging into melee combat.
The final insult was that stamping foot attack. What the feck was that?!

Here's hoping the story is well told as well.

A plasma gun on the table top fires as fast as a bolter that's not on rapid fire. It just has a chance of overheating.
Plasma cannons fire every other turn...
But regardless, the implementation of the gun you are talking about, would be dull to play in a game.
