Akuma is the younger brother of Gouken, Ryu and Ken's sensei. He has a broadly similar, although slightly enhanced, set of moves as the two boys, sitting in the middle of their power/speed pay offs.

You probably are aware of this, but I'll explain the obvious, either way: the flashing lights are kicks and punches. The idea was that Akuma's kicks and punches become so epic, that they simply cannot be rendered real-time.
