Akuma is the younger brother of Gouken, Ryu and Ken's sensei. He has a broadly similar, although slightly enhanced, set of moves as the two boys, sitting in the middle of their power/speed pay offs.

What the hell happened near the end there. A ching sound, then some symbols, then some flashing lights, then the match ends. No punching, no kicking, no opponent getting kicked into next week. What kind of finishing move is that? Did he just read his opponent a restraining order and make him leave the arena?

You probably are aware of this, but I'll explain the obvious, either way: the flashing lights are kicks and punches. The idea was that Akuma's kicks and punches become so epic, that they simply cannot be rendered real-time.
