I think it looks bad, but I suspect it is less down to developer talent and more to do with a producer who has said it has got to be able to run on even the lowest spec PC with embedded graphics on the motherboard. I suspect that Disney know that a huge part of the market for this game will be the mass market parents of kids who love the films, and they also know that most of those people will have a PC only just capable of running even these graphics.
