I'm skeptical right now, but I do want this to be good as the potential for fun is huge.

Only unless a criminal actually commits a crime will the game message the appropriate enforcers to deal with it. It isn't one giant free-for-all.
So you may be walking down the street and seeing enforcers chasing down some criminals that robbed a bank. It isn't your mission to catch them, however, so you can't interfere.
