looks like some good fun to be had there, i tend to steer towards the bad guys! those 3 law enforcement types standing together looked appealing though!

I'm sorry but... isn't this just GTA's online deathmatch mode? The obvious difference is the number of players in the world but is it really going to make that much of a difference? Could there be too many people and you can't do anything before getting shot by some roof sniper?

I'm skeptical right now, but I do want this to be good as the potential for fun is huge.

No, Fixxxer. You can't go after anyone willy-nilly.

Only unless a criminal actually commits a crime will the game message the appropriate enforcers to deal with it. It isn't one giant free-for-all.

So you may be walking down the street and seeing enforcers chasing down some criminals that robbed a bank. It isn't your mission to catch them, however, so you can't interfere.
