Didn't EA already make this game before? AFAIK it didn't really sell and got shut down before it really started.

Do you mean Motor City Online? That game only had muscle cars - very limited appeal outside USA IMO.

It was also released in 2001 ie. before all the massively popular street racing NFS games.
