There are two types of PvP this time around. Competitive PvP will have in-game tourney ladder, and everyone gets maximum level and uniform gear, so it will all depend on skill, rather than the gear.
The so-called World versus World will have three servers battling one another. It is here that gear starts to matter a little, and a level 20 could potentially encounter a level 80. You can find more info on this here.
