Yep. Read elsewhere that it has been confirmed as the legend that is Omid Djalili.

Love the character, he's already one of the coolest characters in Liberty and that's just from one trailer (plus a line in the last one)...

Loving the way R* are showcasing British comedy talent - Ricky Gervais, Frankie Boyle, Omid Djalili... Danny Dyer...
