GTA3 really was a game full of "moments". I think that might be the problem with some of the newer open world games. They try very hard to construct moments and in doing so, as impressive and involving as they are at the time, they are too structured to become actual memorable moments.
I think to truly be able to create moments like these in games it has to come from the player. You can't design emergent gameplay, you can just give the player the tools to do it for themselves. A perfect example of this is super scribblenauts. While the tasks are fairly simple and usually have an intended solution, if you think outside the box a little bit as a player, you can have way more fun. I will always remember the Halloween level where you were supposed to scare the kids, and rather than "ghost" or "monster", I typed "psychopath". A knife wielding maniac appeared and chased the kids off screen winning me the starite.
