Regardless of platform I think the engine in general as well is getting pretty ropey, especially since the game realizes an enormous game world and then populates it with a handful of automatons. Oblivion was awesome in its day and it was forgiveable for some of the limitations it suffered, the same is not so true for Fallout. I think the game would benefit so much if it managed to put more "bustle" into the towns and a little more intelligence into the AI.
