The system seems to have been designed for new content, rather than anything that modified existing content. Will be interesting to see how it works in practice.

Oh yes of course - Bethesda has spent a month or two polishing up the creation kit, writing the wiki, integrating Steamworks, documenting the programming language, and then giving it all away for free because they were so obviously too lazy to finish the game. That makes perfect sense.

To be fair modders are sorting things, the 4gb patch was first a mod and ENB have done a mod for smoother running on lowers systems, that's 2 off the top of my head

TES games are designed so that we can "finish" Bethesda's works and add so much of our own: TES are "ongoing games" that aren't fishing with the release of the game...every Hardcore TES fans can confirm you that.
They are surely complete but not finished, not int he true sense of the word.
P.S.
Bug-wise no TES game was ever finished though
