I don't think the player is cack handed. He hit that splicer with a lot and she simply didn't go down. Looks like the enemies are simply overpowered.

EDIT: The player seemed not very good even if he played on 360/PS3. I dont think the enemies are overpowered, some slicers are just stronger and wont go down easily just like in the first one.
