Combine that with the fact that they were going to make that expansion for 3 but rolled it into the fourth game and I've a suspicion this is going to be a bit of a half sequel.
I'll reserve judgment but I'm concerned that the relatively quick turnaround and other circumstances with THQ etc. could lead to this sequel not being to the same standard as SR3.

That was my point though, I don't expect this to be a big upgrade but like Vice City was to GTA3, it could still be a decent sequel anyway.
