    I'm guessing that at least one of them wasn't a British Foreign Secretary at the time...

    My history knowledge is terrible. I couldn't even tell you who was Foreign Secretary before William Hague.

    Ok, A clue. The aforementioned duel took place on 21st September, 1809. One of them was the FS, the other wasn't, but was in the same cabinet

    No, don't think anyone's going to get this. It was George Canning and Vicsount Castlereagh. Canning would go on to briefly become PM, and Castlereagh would become one of the leading forces behind the settlement that ended the Napoleonic wars. Henry Kissinger wrote very favourably about him and his efforts.

    The fact two prominent members of the cabinet had a duel is fantastic. Further information here
