    Edit: boo, Home actually gave up his seat in the HOL and stood for a seat in the HOC in order to come PM. But for the majority of his career he was indeed in the HOL.

    OK someone get it. His full name was Robert Gascoyne-Cecil. He had a big, fuck off beard. He was a Conservative Prime Minister three times. He was three times foreign secretary (twice whilst being Prime Minister). The answer I'm looking for is the 3rd marquess of S_ _ _ _ _ _ _ _
