Edit: boo, Home actually gave up his seat in the HOL and stood for a seat in the HOC in order to come PM. But for the majority of his career he was indeed in the HOL.

Registered 6 years agoOK someone get it. His full name was Robert Gascoyne-Cecil. He had a big, fuck off beard. He was a Conservative Prime Minister three times. He was three times foreign secretary (twice whilst being Prime Minister). The answer I'm looking for is the 3rd marquess of S_ _ _ _ _ _ _ _ -
