As I recall, some people have a natural level of alcohol in their bodies which is why they can't set the level at 0. Also, there's the issue of the time it takes to get back to the base level after a few pints. Apparently it takes a couple of hours for the average liver to covert the alchohol in a pint of beer into non active products which can then be filtered out by the kidneys, but it wouldn't surprise me if that's a maximum rate and the process slows as the percentage of alcohol in your blood approaches 0.
