Tends to be a bit random, but I think you'll get items so long as somebody is using your pawn, no matter how rubbish. There's also the possibility that they have died/fallen into brine etc in other games, and therefore no option to rate is available.
As for hiring, it's basically pot luck. A lot of people will be past their first playthrough, and won't bother with low-level pawns, and low-level players will search for higher level ones. Bit of a vicious circle, but I'll say that keeping them in a unified armour set with all slots filled with decent skills is a good start.
I certainly looked for the pawns who looked like they'd had some thought/attention put into them, and complimented my group's colour scheme. I'll find some pics to fire up.
And Rahua, you can fire & hire friend's pawns with no worries. Looking for someone to try it for an......opinion.

Probably played most of the game in my red scheme, hence my desperation for the red Sultry Cowl, no point fighting unless you're co-ordinated ! The sorcerer Miu is from a JP player, and I spammed her reports with "is simply perfect" for appearance, along with a few PSN messages. Didn't alter over 40 levels and numerous re-hiring. The owner got the hint.
The Dark pic has pawns chosen purely because they had Mandalorian armour, for a black/dark green theme. So yeah, don't settle for a skimpy, mis-matched outfit. Shallow folk these Arisen are.......appearance is everything.
