    speedstep.

    It's a power saving thing that changes the speed of the processor, normally by dropping the multiplier as you are seeing. when under load it then ups the multiplier to get the cpu back to it's normal speed.

    Unless you are planning on extremely over clocking it I'd leave it on as it does save power.

    If it's not speedstep in the bios it can also be called things like C1E, power saving, something like that. Have a look about in the cpu section and it should be fairly obvious.
