35k base damage on the rifle. It's on the Buffalo, which you get from the Dukino's Mom quest. You need to clear the skag quests in Lynchwood before it appears on the Sanctuary bounty board. It's a Jacobs sniper rifle, it has the highest base damage in the game but you only get iron sights. The damage on it is 30k-35k, I've seen one with 35k damage and 180% critical.
