Perhaps, but few know that for sure. Dev kits would for the obvious reason of running new code, but the final box doesn't really need it. The march toward aping PC tech has been ceaseless since the CD ROM.
MS will lose out on millions of game sales by not selling games on disc. That's why their final box needs it.
