Because the Torgue machine only offers level 48 variants. The time you spend grinding tokens (unless you are using the multiplayer expoloit) simply isn't worth it.
The only thing that MIGHT be worth it is a DPUH, but even then it'll be level 48 and you'd be better off farming it from a different source
