About the height, it should have been following the river and the mist and fog probably made it drop to a lower level which would have been safe due to there not being many high buildings on the water. It was diverting to put down at the Battersea helipad because of the weather. There is a strong possibility that the crane wasn't lit with navigational lights so the pilot thought he was well clear of anything.
