I think its perfectly acceptable to restrain anyone if they are violently attacking yourself or anyone. Whether they're male/female/mentally ill/old etc. Acting violently in a public place is unacceptable no matter what demographic you are. Why should females be given the benefit of the doubt if they are acting like a lout.
