Virtua Fighter 4: Evolution (Final Showdown is almost a 10 but the lack of a quest mode hurts it)
Civ 4: Beyond the Sword

Panzer Dragoon Saga
Resident Evil 2
Streets of Rage 2
Sonic the Hedgehog 2
That's actually a fairly small list for me considering the huge number of games I've played. And then there are games like Shenmue which I enjoyed just as much if not more then those in this list but I feel it doesn't quite earn a 10 because of its flaws. And Arkham Asylum is very almost a 10 if it wasn't for the boss fights.
