I saw this earlier in the comments of the latest after-action report from rockpapershotgun's play of XCOM: What do you make of this mod?
A note on XCOM mods: according to thread on official boards, some kind of change by Firaxis has sent mod users to offline mode in the game. It's been noted that the developer has not been drawn as to an official position to date, on the topic of mods.
