You can only hail a taxi if the little interact icon appears above it. Then you hold Y - a la GTA - and you climb in as a passenger. If you try and do it on a taxi that doesn't have the interact icon you end up hijacking the taxi. It always frustrates me in games when you end up doing the opposite action to what you intend...
