I was having the overlap message as well but it's gone now and I've been able to buy it.
The GOG.com deal if obviously better but I still prefer to use Steam - I'm pretty much incapable of storing downloads myself and I feel Steam will be around for longer than the competition. I don't think the GOG.com fake shutdown helped with this opinion...
