One thing I was thinking of was that at some point Blizzard had trouble with their ISP peering partners for their server centres (mostly with Telia from what I recall). Maybe you could check your routing to see whether your routes have anything in common.
For me, it's been fine, ignoring downtime and the occasional AH lag.
