Jesus Christ, this bit in the favela with the molotov cocktails is fucking ridiculous. Switched it down to normal and it's still a nightmare. Kind of seeing what people mean now about bullet-sponges. I just hosed a dude at far range with the uzi and he barely stumbled before returning accurate fire -- with blood spurting out of multiple wounds on him! Maybe the strength drop-off for close-range weaps is a bit much?
