In a word, no. But it's fun all the same.
The Citadel is the only playspace in the game that is not a linear set of corridors in which you shoot things to progress. They removed even those few wackier missions from ME2 (like the seduction of Morinth). The whole game is combat. And planet scanning fetch quests to collect war assets. Which barely affect the ending.
In fact I don't even like the combat.
