@rodpad, having played the PS3/Xbox versions, i can tell you that the graphics look the same at that point in the game. So either someone has got a problem with their machine or they have been able to screenshot at a pop-in point which is a split second perhaps.
The one thing i can say is the close up pop in is the most painful thing about the game when playing it on the PS3, other than that i am loving it... but i can tell you that in my experience of the game, that screenshot comparison you have given is not happening on my PS3 slim.
