Make a new folder in your site, call it whatever you want your subsection to be called. Now call your new page 'index.html' and leave it inside that folder. Most sites are setup so that if you don't give the name of the file you want, it will check for a file called index.html

In the bbc's case, they use home.html instead of index.html, which means when you go here:

    http://www.bbc.co.uk/apprentice/

the webserver automatically checks for home.html, and the page you actually see is this one:

    http://www.bbc.co.uk/apprentice/home.html

    I hope that makes sense!
