The more factions the better, imo.
As for the factions, if they weren't there I'd be a very confused individual. Dark Brotherhood is probably the best quest line in Oblivion.
Open cities! AWESOME! I really missed it in Oblivion. I remember getting a MOD which made all the cities open, but I switched it out for one which prettied them all up. For the brief time I had it though, it was an immense improvement. I like the fact they mentioned 5 major cities, hopefully we'll see a lot more cities of larger scale than the majority of those in Oblivion.
