Yeah, there is. You've got the Ring War in Metro and you can do what I do when I'm flying around looking for investigations/collections; as soon as you spot anyone PvP flagged, flag yourself and go and give them a good twatting.
Theres also the usual random fights outside of police departments and nightclubs, but with it being a PVE server most players (sorry, most villains) are too pussy to flag themselves and join in the fun.
