pretty much ALL movies in 3d are shot in 2d and converted, notable exception being avatar.
also the reason they said that is because the 'real world' stuff is all 2d and the entire grid section is 3d. its a creative decision to emphasise the 'spectacle' of the grid, not because they ran out of cash and wanted to cheat you personallu out of yours!
