Khanivor, i agree completely. But restricting the vendors IS a design decision to be made. Of course more market distribution is achieved by the Windows-way, after all that's how MS has gotten to be the monopoly it is today. The downside is that your OS has to be shoe that has to fit all.
But Bill Gates seems to lean in the 'restricting the vendors' direction, lately. See Athens PC.
