I got the hardcover one illustrated by Alan Lee ( http://www.tolkien.co.uk/product/9780261102309/The+Lord+of+the+Rings+ ) and it's beautiful with great paintings in it. Only problem is it's big and heavy so a bit of a ballache to read. It's more for decoration and my original cheap and knackered paperback set are for reading.

One of the best presents I've got was a 100 year old hardback copy of A Tale of Two Cities, beautiful and full of history and was only like 20 !! If you can find an old and beautiful copy of LOTR for your sister you might be onto a winner. Think it was from http://www.abebooks.co.uk/ which has loads of old and classic books for sale.

Also if you want to make it really special, make a bookmark. I cross-stitched a bookmark for my mum once and she thinks it's the best present she's ever had.
