I'd agree with that. The whole point of exclusive games is to sell systems. At this stage, nobody beyond a handful of teenagers and fanboys care about new exclusives, everyone having either made their purchasing decisions long ago, or simply looking at the back catalogue of exclusives on each console when choosing which machine to buy (loosely speaking, I think most would agree that Sony have the better disk exclusives / MS the better downloadable ones)
As such, when the new consoles launch, both companies will want adverts driving people towards their machine rather than the other one, and for the first year or two, it'll be a powerful driver of console choice, and Sony/MS will focus a lot of their marketing budget on that.
