Arkham City is a bit of an odd duck. The main story is in fact fairly short, and there's a point where you get shuttled into the end-game without fair warning.

On the other hand the world is so packed with stuff to do that it becomes a bit ridiculous. Those Riddler puzzles around every corner, damn, although the sidequests were pretty good..in retrospect the Akrham games are better served as a more linear, 10-12 hr action/brawler i.e. Arkham Asylum, which did have some puzzle elements but didn't go nuts with them. I did not need a map filled with icons that didn't do much but artificially pad the game.
