    I dunno. I didn't feel like the different defence types were as significant in 3. In ME2 you had to have a way to deal with Shields, Barriers, and Armour, because they were all different and they all required different powers or weapons to overcome. (Shields, for instance, had a per-hit damage cap, which meant that powerful slow firing snipers and pistols were severely restricted against them but weak fast firing weapons were extremely useful, whereas Armour had (and has) a damage threshold that meant that weak weapons are not so useful, but powerful slow firing ones were much more useful.

    Shield gates are not an adequate balancing measure, really. It's something that really should come back.
