Netflix currently has ~30 million paying US subscribers, using an ostensibly "always on" service. There are 20 million Spotify users too (with considerable crossover, admittedly).
People are used to "always on" and have been for some time. If MS/Sony start this tack at the beginning of a generation when there are already tens of millions of people in one country alone who are willing to commit to "always online" then by the end of the generation they'll be up to the same sort of end-gen numbers we're seeing now
