I even enjoyed the N-Gage Eldar Scrolls game for much the same reasons, and it's one of the most awful looking things in existence. Tiny draw distances and terrible framerate, yet still really enjoyable just exploring the open-world.
If you want to go for something a bit nicer, Xenoblade Chronicles looks absolutely stunning in places. It actually reminded me of the same feeling of exploration that I got from Oblivion. Of course it's far easier to get that kind of experience on the proper HD consoles, so I can totally understand that they are definitely the better option for that kind of thing, and that will probably be the case when the next generation of consoles are released.
But the WiiU will still be entirely capable of great experiences, more so than the Wii is compared to 360/PS3. I certainly can't see it being all that restrictive when it comes to designing games.
