Or maybe the 100% computation(s) are just milestones that tell the website when to visibly update the counter. But since the former method is slower, that no doubt is what Valve went for. When the task is accomplished, employees at Valve will have to manually unlock Portal 2 on Steam, and Valve doesn't have a history of working on Sunday, or releasing any update - let alone a game - during the weekend.
